You will see from the heading that we are now just the Frisby on the Wreake Parish Council following our planned split from Kirby in May this year. Four candidates were nominated for the five Frisby Councillor places so no election was necessary; we then asked for volunteers for the vacancy and were able to co-opt a further member. You will see a list of parish Councillors overleaf.

 

Thanks to our very able Clerk, Sue Booth, the transition so far has gone smoothly and the new Council is up and running. Minutes of meetings and the date and agenda for the forthcoming meeting are displayed on the village Notice Board and outside the Village Hall. Now that the Old Post Office is a private home we have negotiated with the Methodist Chapel for the Notice Board to be attached to their South facing wall. Watch out for the move. 

 

 

1 Best Village in Leicestershire 2005

  

With assistance from several members of the village, an application was submitted for the Leicestershire Village of the Year contest. Wait for the results ……..we were joint winners of the ‘building community life’ and ‘best village hall’ sections; winners of the ’best village venture’ section (the new sound and computer equipment in the village hall); the best village between 500 and 1000 inhabitants and the overall best village in Leicestershire !!!!!!What an achievement. Very many congratulations to those who worked hard on the submission and to all of you who help to make this village such a vibrant community.

 

As well as the framed certificates and a cheque for £1250, we will also be awarded a best village ‘post’ that we keep for a year. The post will be unveiled by Lady Gretton, patron of the Rural Community Council, on Saturday 24 September—details to follow—so please come along and give your support.

 

Frisby also goes on to represent Leicestershire in the Calor Sponsored National Village of the Year Competition. Anyone interested in helping with this submission, should contact Mike Ayres on 434965. The submission has to be in by the end of September so help over the next few weeks is what’s needed.

 

2         Village Envelope Consultation

 

The Melton Local Plan gives details of what types of development will and will not be allowed in the area. The existing plan is now out of date and is being reviewed by Melton Borough Council.  While it is being reviewed local people are being consulted on how they would like their area to be developed.

 

The new plan is called the Melton Local Development Framework. Frisby has been designated a Category 2 village based on the facilities we have—school, shop/post office etc. Category 2 villages are considered to be capable of some new development but only within the village envelope. The village envelope is not the village boundary but is the area in which most forms of development would be allowed.

 

Every household in Frisby will receive a copy of the new draft village envelope in the near future together with an opportunity to comment on your satisfaction or dissatisfaction with it. Please look out for the pack and respond so that the Parish Council’s submission to the Borough Council reflects the views of as many residents as possible.

 

3     Air Traffic Noise

 

Concern has been expressed regarding noise from low-flying aircraft on their approach into Nottingham East Midlands airport.

 

If you are disturbed, we are told that you can complain to Mr Robinson (Divisional Manager Environment at NE MA) on 0845 1088540 or email complaints to—environment @ nottinghamema.com.

 

 

There is also a website to lodge complaints about night-time flying—www.demand.uk.net. Also, the Melton Times (11 August) was asking for people to write to them about disturbance. These are all avenues to take your concerns to but do remember to have details of the date, time and direction of the aircraft!

 

4  Open Spaces

 

Mr Prendegast (LCC) attended the Parish Council meeting in July and gave a detailed explanation of the progress of our application to register the land down Mill Lane as an Open Space. A legal decision in Oxfordshire recently has affected our position but ways of progressing our application are being explored.

 

You’ll be pleased to see that the new notice board has now been placed in position outside the village hall in Kirby.  It has sliding doors to prevent gale damage which destroyed the previous one.

 

5 New Burial Ground, Rotherby Lane

 

It has been decided that we should have a sign for the new Burial Ground now that it is being used. A copy of the regulations will also be displayed.

 

6 Old Church Yard, Frisby

 

For some time now, the Parish Council has been trying to establish ownership of the old Church yard. It is unclear from the records we have as to whether it was formally closed in the 1980s and the Parish Council asked to take over responsibility for it. Unfortunately, some of the records are missing. If any of you have copies of minutes from the 1980s, we would be very pleased if you would let Sue our Clerk know and perhaps allow her to take copies of them.

 

7    Dogs Bins

 

The dog bin in Mill Lane is to be replaced with a larger one and the old bin will be relocated.

 

8   Great Lane Resurfacing

 

Despite the inconvenience of the road works, we’re sure you’ll all be pleased with the smoother approach to the village. The LCC are now looking at ways to improve the kerbing in Mill Lane.

 

      9  School Travel Plan

 

The Frisby School Travel Plan (aimed at relieving the congestion outside the school) was accepted by the LEA although how much money it will attract is not yet known. Plans are in hand for a shelter/play area inside the school gates which, together with other measures will, it is hoped, cut down congestion.

 

 

         10   Frisby village play area

 

      Unfortunately, we don’t have anything further to report on this as, despite all our endeavours, there doesn’t appear to be an appropriate spot for it both in terms of safety and availability. We will continue to explore the possibility of a short term rental agreement with landowners. If anyone has any further ideas to suggest, please contact one of the Parish Councillors.
